Job Summary
- The Senior Technical Specialist – HIV Care & Treatment will provide technical coordination and for quality assurance for the FASTER Nigeria pediatric and adolescents HIV Care and Treatment strategies and ensure that FASTER adheres to national and international evidence based technical assistance strategies for Pediatric HIV Care and Treatment Programs.
- The Senior Technical Specialist – HIV Care & Treatment will facilitate technical collaboration between FASTER project HIV Care and Treatment team and HIV technical teams of Government coordinating structures and PEPFAR HIV Care and Treatment Implementing partners.
- S/he will oversee the Pediatric and adolescents’ HIV technical strategies of FASTER along the priority actions providing technical leadership and trainings for implementing and monitoring project deliverables and outcomes and ensure project outputs are provided as per the agreed work plan.
Roles and Key Responsibilities
Program Quality and Technical Coordination:
- Project focal point for strategies towards strengthening State Coordination platforms for effective pediatric and adolescents’ HIV service delivery to improve Pediatric case identification, bridge Pediatric enrollment gaps and increase number of CLHIV on treatment.
- Support State government and PERFARs efforts to scale up the use of optimal ARV regimens in children and adolescents
- Strengthen active collaboration with OVC partners including their involvement in case finding efforts using HIV risk screening tools and linkage to HTS
- Support Implementing partners to conduct pediatric and adolescent ART-specific supportive supervision, mentorship or coaching visits to closely monitor implementation, optimization and transition of eligible children and adolescents to TLD.
- Strengthen/Establish system to support MMD & MSD for children and adolescents on ART
- Support the training and capacity building of HCWs and Caregivers on age-appropriate HIV status disclosure among children and adolescents living with HIV Support the training/capacity building of HCWs on how to deliver Enhanced Adherence Counselling (EAC) to children and adolescents with unsuppressed VL
- Support the development of SOPs, job aids and guidelines on pediatric and adolescents ART for government and faith-based institutions
- Champion strategies to strengthen inter/intra-facility linkages towards improved health systems for pediatric ART with focus on service delivery, optimize health workforce (including guidelines/ SOPs on task shifting), procurement/supply chain management of essential medicines and health
- Support innovative approach to creating demand for increased uptake of Pediatric and adolescent HIV services
- Provide oversight to ensure the achievement of FASTER project Pediatric HIV Care and Treatment objectives in the various implementing states within the catchment zone.
- Support capacity building of HIV service providers to support adolescent friendly services and generate trust.
- Support the development of effective strategies for linkage to care and treatment of children living with HIV.
- Support the development and rapid evaluation of better screening tools to strategically identify children and adolescents in need of HIV testing.
- Support the roll – out of Differentiated Service Delivery (DSD) models to improve ART uptake and treatment retention amongst children and adolescents in Faith – based and Non – Faith based settings.
- Support the scale-up of OTZ initiatives across Comprehensive Care and Treatment (CCT) sites within the catchment zone.
Representation & Learning:
- In consultation with the Technical Advisor HIV Care and Treatment, represent the FASTER Project on relevant state level technical forums and government engagement as required.
- Ensure necessary technical assistance and training is provided to partners to develop capacity to implement HIV/AIDS support activities as per the project requirement.
- Provide high level technical support for program innovation and learning; foster regular discussions with key stakeholders as appropriate; to facilitate cross sector learning on Pediatric HIV, OVC and adolescent programs.
- Support the FASTER project to develop success stories and innovative that work in Pediatric HIV Care and Treatment.

Requirements / Qualifications
Basic Qualifications:
- A primary Medical qualification (MBBS) plus a Master’s degree in Public Health or its equivalent
- Minimum 5 years of experience in HIV/AIDS programming
- Minimum 3 years’ experience in project management positions with progressive technical and management responsibilities.
- Experience working in PEPFAR funded comprehensive HIV and OVC projects.
- Strong background in program implementation; experience in supervising and providing technical assistance for roll-out of evidence-based HIV and OVC programming strategies.

Job Responsibilities

The Global Action Towards Epidemic control in Sub-national units in Nigeria (4GATES) program is a five year (2017-2022), United States Center for Disease Control (CDC) funded HIV/AIDS care, treatment and support program implemented across Faith-based and Government owned health facilities in Delta, Ebonyi, Enugu and Imo States. Catholic Relief Services is part of the 4GATES consortium, which is led by Caritas Nigeria and includes, Catholic Relief Services (CRS), Pro-Health International and Palladium. Job Description
- The STS – Social Welfare Systems and Sustainability will provide technical leadership on all aspects of community and social systems strengthening to improve the quality of service delivery for OVC by community-based organizations and social service organizations at both local and state government level.
- Participate in the Organizational Capacity Assessment of State MDAs, LGAs, CSOs and implementation of appropriate strategies to address identified gaps for improved performance.
- Provide on the job technical assistance, coaching and mentoring to the SMWASD, LGAs and CBOs on the 4GATES OVC Project to implement action plans/strengthen organizational systems for efficiency and sustainability
- Identify and link 4GATES project beneficiaries through CBOs to both public and private sector social protection interventions available across project states
- Serve as a resource at the state level to all Stakeholders and Partners in the implementation of the 4GATES OVC Project
- Strengthen structures at the State, LGA and Community levels for quality service delivery to Vulnerable Children in a sustainable manner.

Job Summary
- The Senior Technical Specialist – Gender / Adolescent Program will provide technical coordination and for quality assurance for the FASTER Nigeria strategies towards strengthening PEPFAR programs focusing on Adolescents. Under the supervision of the Technical Advisor OVC and Referral Coordination s/he will work with government stakeholders and Implementing Partners (IPs) in the program needs assessment for Pediatric and Adolescent Care & Support services.
- S/he will contribute to strengthening strategies for case finding of pediatric and adolescents living with HIV, their enrolment into care, community to facility linkages, intra facility linkages, strengthen EID services, working closely with relevant adolescent program technical leads of PEPFAR implementing partners. Specifically, s/he will support the pilot and scale-up of the PEPFAR
- Operation Triple Zero (OTZ) adolescent program. The incumbent will also support strategies that aimed at improving disclosure and adherence among children and adolescents living with HIV.
Roles and Key Responsibilities
Program Quality and Technical Support:
- Project focal point for strategies towards strengthening National and sub-national Coordination platforms for effective adolescent HIV programs
- Support GoN and PERFARs efforts to pilot and scale up use of evidence based technical strategies for adolescent programming.
- Support the development of SOPs, job aids and guidelines on OTZ for PEPFAR implementing partners and health institutions.
- Support strategies that strengthen inter/intra-facility linkages towards improved health systems for Adolescents and Young Persons with focus on service delivery, Health Information systems, strengthen IPs, State and National Coordination platforms for effective Adolescents service delivery to improve case management and referrals that will ensure that Adolescents living with HIV are identified, linked and retained on treatment.
- Support the strengthening of the capacity of OVC IPs on Gender/Adolescents program, improving referral and counter-referral systems between communities and facilities.
- Support the scale up of community-based model for the engagement of community structures to improve case-finding for Adolescents outside of facilities.
- Support the development of guidelines and SOPs on age appropriate HIV Risk screening for children and adolescents in community and facility settings.
- Support the roll – out of Differentiated Service Delivery (DSD) models to improve ART uptake and treatment retention amongst children and adolescents in Faith – based and Non – Faith based institutions.
- Support the technical documentation of appropriate application of programmatic best practices.
- Utilize and develop appropriate tools to track program performance (site capacity assessment tool, regular financial analysis, treatment initiation, adherence monitoring/patient retention.
Representation and Learning:
- In consultation with the Technical Advisors, represent the FASTER Project on relevant technical forums and government engagement as required on Adolescents/OVC programs.
- Provide technical support for program innovation and learning; foster regular discussions with key stakeholders as appropriate; to facilitate cross sector learning on OVC and Adolescents programs.

Roles and Key Responsibilities
- Coordinate policies regarding human resources activities, such as recruitment, compensation, benefits, training, employee relations, and performance management.
- Process, verify, and maintain documentation relating to personnel activities such as staffing, recruitment, training, grievances, performance evaluations, and Classifications.
- Suggest advertising sources. Assist in writing and recommend placement of job advertisements in various media according to needs.
- Interpret and provide guidance and instruction to sub office teams on HR processes, policies, workflow, and work unit priorities.
- Provide employees with information about policies, job descriptions, working conditions, wages and opportunities for promotion and employee benefits.
- Plan and conduct new employee orientation with the HRA to foster positive attitude toward organizational objectives.
- Working with the HRA, conduct reference and background checks for new hires and discuss results with HRM.
- Will assist in the review and development and implementation of new and existing HR policies and procedures
- Serve as a link between the HR team and employees by handling questions, interpreting and administering contracts, and helping to resolve work related problems.
- When applicable, contract with vendors to provide employee services such as health and life insurance etc.
- Working with the HRM, Ensure all phases of the performance management system are implemented according to agency guidance, i.e. performance and development planning, coaching, assessment, mentoring, and career planning, 360 multi rater feedback).
- With the use of the survey monkey tool, responsible for implementing the 360 multi-rater surveys for national staff.
- Identify training and development opportunities using staff performance and development plans as a standard and working with Unit Heads
- Process employee requests for external trainings while complying with polices and Procedures.
- Draft and coordinate employee communications, letters and updates to both HQ and sub office staff e.g. appointments, promotions, merit increases etc.
- Prepare personnel action forms for new hires and forward to appropriate finance staff for addition to payroll.
- Provide advice and assistance to staff and management on pay and benefits systems
- Track probationary periods. Remind supervisors about probationary evaluations before completion of probationary service
- Manage national staff separation process including exit interviews, separation letters, clearance, ensuring policies and procedures as well as local labor laws have been followed
- Track and generate relevant HR data and metrics to access organizational effectiveness
- In the absence of the Human Resources Manager, Act and represent at meetings, forums and networks.
- Ensure all HR Audit topics are covered and co-lead the closing of any HR Audit findings.
- In consultation with the Human Resources Manager will make decisions on HR issues
- Ensure local and international consultants are sourced according to agency guidelines and the database updated as needful.
- Perform other duties, as assigned.
Preferred Qualifications
- First Degree in Law, Business Administration or Social Sciences. A Master’s Degree in Administration / Human Resources and or a professional HR certification will be an added advantage
- Minimum of 3+ years post graduate experience in Administration / Human resource management, preferably in an International Organization;
- Must demonstrate a good understanding of contemporary human resource issues and best practices
- Sound knowledge of local labor laws and ability to understand and interpret legislative and policy issues
- Knowledge of payroll management will be an added advantage
- Must be familiar with participatory approach to developing HR Processes and Systems
- Proficiency in the use of Microsoft Office suite, including Word, Excel, PowerPoint and Outlook

- Respect the importance of confidentiality, as you will be dealing with employees’ personal details
- Must possess the ability to build good working relationships with colleagues at all levels
- Must be fair and objective in handling situations related to employee relations
- Good planning, monitoring and organizing skills and experience
- Results-oriented and ability to work with minimum supervision
Required Languages:
- English is required, Hausa is an added advantage.
Travel:
- Must be willing and able to travel up to 20%.
